The Frisco City Council reconfirmed its choices for mayor pro tem and deputy mayor pro tem on Tuesday after briefly returning from an executive session for legal advice, leaving John Keating and Laura Rummel in those roles but with narrower majorities.
Council members moved into executive session earlier in the evening to receive legal advice related to council protocol. After reconvening, Council Member Angelia Pelham moved to reconsider the earlier appointments; the council then re-voted. Keating was re-elected mayor pro tem on a 4-3 vote and Rummel was re-elected deputy mayor pro tem on a 4-2 vote.
The reconsideration followed the council's initial nominations earlier in the meeting, when both Keating's and Rummel's nominations passed 6-0. After council recessed for legal consultation, a motion to reopen and reconsider items 6 and 7 was made and carried, and the positions were retaken by roll call at the end of the meeting.
Mayor Jeff Cheney presided over the meeting. No ordinance or personnel appointment beyond the leadership nominations was enacted as a result of the executive-session discussion; the Council characterized the session as a legal briefing. The motion to reconsider the leadership items was made publicly on the record and brought the items back for formal votes in open session.
The council did not provide additional detailed public explanation tying the legal advice to the changed vote totals during the open meeting. Council minutes reflect the change in recorded votes following the formal motion to reconsider.
Council members repeated that the decisions on leadership are internal council governance matters and can be revisited by motion. The Council also reconvened and continued with the remainder of its agenda after the votes.
