Planner Wes Frank told the applicant the submittal does not meet several design standards. Specifically, internal driveway width in the submittal measured 30 feet where the standard calls for a maximum of 24 feet; building elevations over 48 feet in length did not demonstrate required articulation or other elements called out under the cited design standard (referred to in the record as "1 66 23"). Pedestrian access details also did not meet the requirement to provide direct connections to the public sidewalk.
Engineering similarly tabled the plan because several private utilities and a proposed private lift station were shown within utility easements — a configuration the city does not permit — and a private force main was drawn to cross a right‑of‑way, which Engineering flagged as problematic. Staff suggested extending gravity sewer where possible or otherwise reconfiguring utility alignments and retaining walls to meet setback requirements (code section noted in the discussion as "169").
Urban Forestry asked the applicant, represented by Abby (Addie) Munsey, to update tree removal/retention hatching and consider grading revisions to protect an identified Tree 19; Forestry also noted the applicant proposed 14 mitigation trees where 18 are required and indicated the applicant could place four trees into the city's escrow account at $675 per tree (total $2,700) if they do not plant all required mitigation on site. Fire asked the applicant to show existing and proposed hydrants and to note aerial‑reach areas for apparatus access.
Staff directed the applicant to revise plans to remove private utilities from public easements, address the design‑standard deficiencies, provide required pedestrian access and update tree mitigation or escrow payment. The plan remains tabled pending those revisions.
