Planning staff tabled PPL20253 on Wednesday after identifying multiple outstanding items needed before forwarding the file to subsequent review steps.
Donna, the planner assigned to the file, told the meeting the preliminary plat application — submitted for roughly 17.29 acres northeast of West Van Ash Drive and North Grama Avenue — had unpaid fees that automatically trigger tabling, and that the submittal lacked several required elements. "First is that the application fees haven't been paid, and that does result in that automatic tabling," Donna said. Staff also asked for clearer information about proposed street improvements (both adjacent and internal), private drives and shared easements, a pedestrian connection to the greenway, and a pad for a future bus stop.
Engineering raised unresolved utility questions. Justin from Engineering said sewer capacity at the downstream lift station remains under review and must be confirmed before any conditional approval can be issued. He also noted a lot proposed within the floodplain must be at least one acre under code and would need a planning commission variance to create a lot without direct water or sewer access.
Urban Forestry also objected, saying the submittal lacked the required number and placement of street trees along West Van Ash and North Gregg and that parking rows must include a parking tree for every 12 spaces. Forestry asked applicants to show the extent of existing canopy, mark tree preservation easements on the plat and select native species from the city's recommended list. Fire Division had minor labeling comments; other divisions either were not present or had no additional constraints listed in the record.
Staff directed the applicant, represented by Ashley Colson, to address the comments and resubmit; until fees are paid and the listed technical issues are resolved, the plat will remain tabled. No planning commission decision or board action occurred at the tech‑plan meeting.
