The Goshen Board of Public Works and Safety on July 24 approved a slate of public-works contracts, change orders, professional services agreements and project actions that city staff said are needed to continue several capital and maintenance programs.
Contracts and change orders approved included a $6,690 contract with Better Way Roofing LLC to replace roofs at 308 North Fifth Street; change order No. 1 to replace five double-hung windows and install flat-lock copper on dormers for the annex roof project ($82,890); and change order No. 2 for the asphalt paving package A to add grooved pavement markings, additional signage and replace unsuitable soils on West Hackett Road ($25,353.80). All passed by unanimous vote.
The board authorized amendment No. 3 to the city’s solid-waste collection contract with Borden Waste to Waste Services LLC, approving a 2.7% rate increase tied to the Consumer Price Index effective July 1, 2025, as allowed under the contract’s CPI adjustment language.
On utilities procurement, the board approved a financing resolution (2025-18) for the purchase of a combination sewer jetter/rodder truck priced at $585,977. The city will provide a $120,000 initial down payment and finance the remainder under a master tax-exempt lease-purchase schedule that shows five annual payments of $74,839.90 and a stated interest rate of 4.41%; meeting discussion noted a $130,000 trade-in allowance referenced in the procurement memo.
For federally funded water-service work in the Northside neighborhood, the board approved a time-and-materials agreement with Abermarch (Aben Marsh) Consulting for construction staking not to exceed $20,000 and a labor-standards compliance agreement with Menenhall Associates (labor tracking) for $18,000 to satisfy Davis-Bacon requirements.
Engineering staff also presented the College Avenue Phase 1 reconstruction project (local job 2019-0022) for signature and letting; the combined construction estimate is $7,701,000 with local match funding coming from redevelopment. The board approved the project for letting. The board also approved a full-depth repaving closure for Plymouth Avenue between State Road 15 and U.S. 33 beginning Aug. 1 and running through Oct. 2 to allow reconstruction and associated curb, sidewalk and ADA ramp work.
Officials said the purchases, change orders and agreements are part of routine capital maintenance and federally funded projects; no individual items drew sustained debate in the meeting record.
