The Goshen Board of Public Works and Safety on July 24 ratified conditional offers and approved the hiring of two probationary patrol officers, Noah Kiesling and Ever Gutierrez Franco, and administered their oaths of office.
Chief Miller asked the board to ratify the conditional offers and formally approve the hires, saying both officers bring training and experience to the Goshen Police Department. The board moved and unanimously approved the ratifications.
Noah Kiesling took an oath of office and affirmed that he would “support the constitution of the United States and the constitution of the state of Indiana” and “faithfully and impartially discharge my duties as a probationary patrol officer,” then signed his paperwork. Ever Gutierrez Franco likewise affirmed the oath and returned to patrol duties after previously serving Goshen PD from June 2022 until January and later at Warsaw PD.
Discussion at the meeting focused on approving the terms and conditions contained in the conditional offer letters dated in the meeting record. The board voted unanimously to approve both hirings; no dissenting votes were recorded.
The approvals include retroactive start dates listed in the conditional offers: Kiesling’s start date was approved retroactive to July 7, 2025; Franco’s start date was approved retroactive to July 14, 2025. The board did not attach additional conditions beyond the ratification of the conditional offers.
