The Scott County Board of Supervisors on June 19 approved an organizational change in the sheriff's office and adopted amended fiscal year 2026 appropriations.
The board approved a resolution to convert two classification specialist positions into sergeant positions in the sheriff's office. The change followed department staffing shifts: one classification specialist position was left unfilled and another employee retired; staff said responsibilities have been handled in part by overtime and existing sergeants. Vanessa (staff) said the reclassification "will be fairly budget neutral" though sergeants are at a higher wage.
Supervisor Ross pressed the board on overtime and long-term costs, saying classification staff had been "clocking in, like, 840 hours of overtime." Board members discussed the potential for higher overtime costs if those duties continue at higher pay grades and noted the change shifts three positions down to two filled posts.
Separately, the board considered and approved an amendment to the FY26 appropriations resolution that incorporated the sheriff's requested changes. Supervisor Dixon moved the amendment to set FY26 appropriations at $134,824,964 and authorized positions at 695.71 FTEs as presented by the county administrator. The board voted on the amendment and then on the resolution as amended; both votes carried after roll calls.
Roll-call votes recorded on the organizational-resolution item and the amended appropriation included multiple aye votes and at least one no. For the organizational changes resolution the roll call recorded: Dixon, Aye; Maxwell, Aye; Hodgkin, Aye; Verbiestka, Nay. For the amended FY26 appropriations resolution the roll call recorded: Dixon, Aye; Maxwell, Aye; Poston, Aye; Verbiestko, Aye. The minutes show the motions carried.
County staff noted the board will monitor budget impacts and that overtime patterns will inform future fiscal planning. The reclassification takes effect as an internal organizational change; specific payroll and classification transitions were to be processed by human resources and the sheriff's office.
