Scott County opens, closes public hearing and approves CDBG application for homelessness shelter funding

The Scott County Board of Supervisors opened and closed a public hearing required by a CDBG grant agreement and then approved a resolution authorizing the Community Development Block Grant (CDBG-CV) application and related board policies.

At the hearing, county staff read a prepared statement saying the planned CDBG activity is a shelter run by "Humanities Homes and Services Incorporated" (HHSI) that provides low‑barrier temporary housing and aims to benefit principally persons of low and moderate income. The prepared statement said the grant amount is $300,000 to HHSI and that the location of services will be 1016 West Fifth Street, Davenport, Iowa; the services are "open to everyone in Scott County, not just the Davenport residents." The statement said the state modified a requested figure — "we requested 2,500, but they're gonna limit us to 1,500 at the time of, application." County Administrator Mahesh Sharma thanked the board for approving the CDBG grant and said it should bring money to Scott County to "provide shelter for our homeless residents." Sharma also noted the item aligns with the county’s five‑year capital improvement plan and that other large items remain on future agendas.
