Allison Park WPCP reconstruction: schedule extensions, June flooding and roof issues discussed

Council discussed progress and problems on the Allison Park Water Pollution Control Plant reconstruction project and approved change orders extending contract completion dates to Dec. 31, 2025. The manager and staff described site progress, including work on the new garage, office building and masonry, and said contractor Meeley & Meeley has added temporary trailers to accelerate schedule. Change order approvals extend deadlines for Calista Electric and Meeley & Meeley. Engineering staff described a June 17 flooding event that entered demolished/older portions of the plant but said —the new facilities— and the flood-retention wall protected the new sections. Staff said most important equipment had been removed from the affected area before the inundation and —they were able to get things back up and running pretty quick.— Roofing was identified as an ongoing issue: staff said the contractor had draped waterproof material temporarily and has ordered replacement materials expected on site in about a week; staff also said they have asked the roofing manufacturer to inspect the installation to verify warranty coverage. A 20-year warranty was referenced. Staff also reported environmental permitting and asbestos/vapor assessment questions from the county had created unanticipated permitting questions related to demolition; the contractor's environmental evaluator was on site responding to those questions. Why it matters: The plant is a major township capital project with public-health and environmental implications. Schedule delays can affect operations, budgets and downstream sewer customers. Council action: Council approved change order numbers extending the contract deadlines; staff will continue to monitor the roof remediation, permit questions and the demolition critical path.
