The Capitola City Council on July 24 adopted bylaws for a Capitola Village & Wharf Business Improvement Area (CVW BIA) advisory committee and appointed three business representatives to the body.
Staff told council the Streets and Highways Code requires council appointment of advisory committee members for a business improvement area. When the staff report was published there were two applications on file; a third application arrived the day before the meeting. Council adopted bylaws that specify an initial three‑member advisory committee and appointed business owners Daniel Castagnola, Ted Burke and Kathleen French to terms expiring in June 2027.
Separately, the council appointed three members to the historical museum board of trustees—Enrique Dolma, Gordon Van Zyden and Cammie Corbin—following a recommendation from the museum board. Council Member Johnson appointed TJ Welsh to the planning commission to fill an unscheduled vacancy; that term will expire in December 2026.
Why it matters: The actions complete city appointments needed to advise on the BIA budget and village marketing, maintain museum board governance and fill an unscheduled planning commission vacancy so commission work can continue. The bylaws set a two‑year initial term for the CVW BIA advisory committee, and staff said the advisory body is temporary pending future changes to the BIA governance model.
Council approved the bylaws and the appointments by motion and recorded vote. No appeals or legal challenges were raised during the meeting.
