At its July meeting, the Orange City Council adopted Ordinance 690, making it unlawful for pedestrians to sit, stand or lie down on specified traffic medians except when using the median to lawfully cross from one side of the street to the other, Orange City public information officer Maddie McAllister said.
The ordinance targets four medians the city identified as having the highest number of vehicle incidents: Enterprise Road at South Lucia Avenue, Enterprise Road at Harley Stricker Boulevard, Enterprise Road at Saxon Boulevard and Saxon Boulevard at Veterans Memorial Parkway. The Orange City Police Department reviewed five years of traffic data and reported that those locations accounted for 453 crashes, including 158 crashes with injuries and eight fatal crashes.
City officials said the measure was adopted to improve safety for pedestrians and drivers and to reduce distractions at busy intersections. The ordinance text, as described by the city's public information office, prohibits sitting, standing or lying on the listed medians but allows pedestrians to use the median strips when lawfully crossing the street.
