Panel members reviewed police reports describing a Dec. 18 incident in which multiple masked subjects allegedly forced entry, assaulted residents and stole $4,000. The panel noted opposition to release from the sheriff and chief of police in the relevant parish and from the district attorney and attorney general. The transcript records: "we do have some opposition from law enforcement... the victim wanting to be paid $4,000 in restitution if we were to release you." The panel also noted Porter had a disciplinary write-up and had not completed required substance-abuse and prerelease programming.
Panelists said mandatory classes remain incomplete and recommended moving Porter to a facility offering the required classes; the panel unanimously voted to deny parole. The panel recorded that completing substance-abuse and prerelease programming would be required for reconsideration and that DOC should coordinate a transfer so Porter can enroll in mandated classes.
