The decision matters because the board balanced the allegation and photographic evidence with Simeon’s denial and determined that immediate revocation was not warranted; instead, it imposed a specific restriction intended to reduce near-term risk and to provide a basis for future enforcement if the condition is violated.
At the hearing staff confirmed Simeon’s signature on the revocation questionnaire and read the alleged violation: an arrest on Jan. 27, 2025 for domestic abuse and battery. Simeon pleaded not guilty. Board members reviewed photos and record excerpts, briefly went into executive session to examine the case, and then returned to public session. One member said he would not revoke parole but would add the condition that Simeon have no contact with the woman and that contact would carry consequences. Another member agreed and stated he would place the woman’s name on the record as the protected person.
Simeon denied wrongdoing at the hearing, saying, “I swear I didn't, sir,” when asked whether he struck the woman. The board recorded a do-not-revoke decision with a special condition ordering him to stay away from the woman; members warned that further contact would result in arrest or additional action. The hearing ended with the panel maintaining Simeon’s supervision subject to the special condition.
