The Police Advisory Review Committee (PARC) reviewed its April'June oversight reports, received an audio-visual report noting nine operations (OES) cases with body-worn-camera or in-vehicle recordings, and was informed that several older case files were being administratively closed and will be reopened when additional information is available.
Brian Brooks, a newly seated committee member who presented the audio-visual report, said the second-quarter review covered April to June 2025 and recorded "0 referral action forms and 9 OES cases reviewed by PARC." Brooks read file numbers for the cases under "park hold" administrative status and said they will be reopened when ready.
Brooks cited Knoxville Police Department (KPD) Bureau Order 2.16, which he summarized as requiring that "officers and vehicles equipped with audio video recording equipment shall be in record mode at all times" when there is potential for contact with a person. He added that sergeants are required to review officers' audio and visual footage twice per month at random to ensure equipment is operated properly.
Valerie Reed, another new committee member who presented the racial-profiling review, reported "0 alleged racial profiling, bias based policing cases reviewed by PARC" for the period and read the KPD bias-free policing policy definition of bias-based profiling as actions based solely on identifiable traits such as race, color, ethnicity, age, gender, sexual orientation, religion or economic status.
PARC staff (Josie) told the committee that numerous complaint files were being "administratively closed" under the committee's policy for older files and that most have since received additional information and can be reopened. No formal disciplinary determinations were announced during the meeting; the closure status was described as a housekeeping procedure.
The committee approved a motion to forego a lengthy reading of the year-to-date operations report; a motion to do so passed by voice vote with the committee answering "Aye." Committee staff said the documents are available in physical copies at the meeting and on PARC's website for public review.
Staff also reported outreach activities during the quarter, including participation in KCDC resource fairs at Montgomery Village, Cable Terrace and Northgate Terrace; public listening sessions in the West and East districts; attendance at the Peace Officer Memorial Service; participation on the Vine Middle School site steering committee; regular coordination meetings with KPD leadership; and community presence at the West Hills Neighborhood Association meeting and the citywide Juneteenth celebration. An intern's juvenile justice survey completed as part of the city's summer program will be posted on the PARC website and shared with KPD leadership.
Committee members announced a community resource fair scheduled for August 9 at the Jacobs Building from 9 a.m. to 1 p.m. The meeting had no registered public forum speakers.
No formal votes were taken on disciplinary outcomes during the meeting; motions recorded included approval of first-quarter minutes, a motion to forego the operations report reading, and a motion to adjourn, all carried by voice vote.
