The Finance and Budget Committee approved two expenditure lists totaling $1,538,520.48 during its meeting on Wednesday, July 23, 2025, and noted a separate $4,000 budget transfer from the South Harrison Urban Renewal District for Howard Avenue improvements.

The committee voted to review and approve an expenditure list in the amount of $951,879.82 and then approved a second expenditure list of $586,640.66. Both motions were seconded and recorded as passing, with the chair announcing, “Motion passes 4 to 0.”

It's probably a grant of some sort that they applied for,” and noted staff had cross-referenced work tied to American Rescue Plan Act (ARPA) funds. The staff member described the View Rescue Mission item as related to building improvements with line items such as concrete, masonry, moisture protection, doors and windows, and finishes, but could not confirm further details without consulting the agreement file.

The chair also noted a budget transfer of $4,000 from the South Harrison Urban Renewal District earmarked for Howard Avenue improvements; the transfer was reported as part of the agenda summary but no separate vote on the transfer was recorded in the meeting transcript.
