A member of the Tulsa Arts Commission presented proposed changes to the Vision Arts program and asked councilors to release the next $150,000 for cycle 7 of the Vision Tulsa sales tax arts fund.
Aboon Kabam, identified as the Vision Arts division chair, said the commission aims to reduce barriers for small organizations by adding mandatory information sessions for first‑time or never‑funded applicants, publishing short how‑to videos and step‑by‑step budget templates, and seeding the independent review panel by Oct. 31 so reviewers have more than 10 weeks to score proposals. Kabam said the goal is to reduce incomplete submissions and help applicants improve grant writing so they can compete for other state and federal funds as well.
Kabam summarized other clarifications, including limiting food costs to 15% of a grant budget, requiring organizational headquarters to be inside Tulsa city limits, and requiring ADA‑compliant Tulsa venues. He said all ineligible expenses would be gathered in a single, easy‑to‑find table. Kabam asked the council to approve the program updates so applications could open Oct. 1 and funding recommendations could return next spring.
Councilors responded positively to the accessibility and IRP timeline changes and praised the commission’s effort to broaden reviewer diversity and to expand support for nontraditional art mediums. No vote on the proposal was recorded at the meeting.
