Council reviews Crutchfield tax‑increment project plan, schedules public hearings

City staff and a representative of Parker/Tulsa presented the Crutchfield neighborhood economic development project plan and the proposed creation of multiple tax‑increment financing (TIF) increment districts for the area.
Mike Dickerson of Parker Tulsa, speaking for project proponents, described the plan as the culmination of roughly 10 years of neighborhood planning and said the proposal includes six increment districts. He said materials and statutory findings are posted on the city website and that the Tulsa Authority for Economic Opportunity would administer the project plan.
The presentation said the plan would establish an apportionment (tax‑increment) fund, ratify findings of the review committee and the Tulsa Metropolitan Area Planning Commission (TMAPC), and direct continuing apportionment. City staff confirmed public hearings on the plan are scheduled for July 30 and Aug. 27.
Councilors asked procedural questions about prior steps in the review process; staff said an earlier resolution to advance the local development act review committee had been resolved and that a prior budget typo had been fixed. No council vote on plan adoption was recorded at the meeting.
