Crutchfield TIF project plan advances to public hearings after decade‑long process

The Crutchfield neighborhood economic development project plan, which would create tax increment financing districts to support redevelopment, was presented to the Urban Economic Development committee on July 23. Mike Dickerson of Parker Tulsa — speaking for the project team — told councilors the team has engaged neighborhood stakeholders and developers during the multi‑year process and that materials and findings are available on the city website (cityoftulsa.org/dif) and partner websites. The item in the packet includes adoption of findings, authorization for the city and the Tulsa Authority for Economic Opportunity (TAEO) to administer the project plan, establishment of a tax apportionment fund, and ratification of review committee recommendations.
Councilors were told a public hearing is scheduled for July 30, with additional hearings continuing on Aug. 27. Staff said a previously identified typographical error in the budget was corrected and that the local development act review committee resolution issue raised in an earlier session has been resolved.
The presentation on July 23 was informational and preparatory; the transcript does not record final council approval of the project plan on that date. Public hearings and subsequent council actions remain the next steps.
