Council reviews Crutchfield TIF project plan, public hearing set for July 30

City staff and economic‑development partners on Wednesday presented the Crutchfield neighborhood economic development project plan, a tax increment financing (TIF) proposal that includes six increment districts and would be administered by the Tulsa Authority for Economic Opportunity.
Mike Dickerson of Parker/Tulsa, speaking for the project team, described the plan as the culmination of roughly 10 years of neighborhood work and said the project team has held multiple conversations with neighborhood stakeholders and potential developers. “This is the culmination of about 10 years worth of work that has been going on within that particular neighborhood,” Dickerson told councilors.
The plan would establish an increment apportionment fund and authorize the Tulsa Authority for Economic Opportunity to carry out the project plan. City staff noted a public hearing on the plan is set for July 30 with additional materials and the findings posted on the city’s website at cityoftulsa.org/dif.
Councilors asked technical questions about the earlier review process; the project team said a previous procedural issue was resolved and a budget typo found during review was corrected. Dickerson said developers and neighborhood representatives have generally been receptive in the outreach to date.
The presentation did not include a final council vote; the plan will move to the advertised public hearing dates and continue through statutory TIF steps before any TIF adoption vote.
