Planning Department staff walked the board through the plan, explaining the parcel would transfer to the rear of 41 Liberty while both properties would retain their existing frontage on Liberty Street. “Just as a reminder, ANR stands for approval not required. So we're not going to approve this plan. We're going to endorse it that it's not creating new frontage,” staff said.
Staff also said the sending parcel would remain well in excess of setback and lot-area requirements after the transfer. A motion to endorse the ANR carried unanimously. The endorsement does not authorize construction; it only confirms the plan is not a subdivision under state/local rules.
