The Swansea Select Board voted to enter into a contract with Underwood Engineering, Inc. for a preliminary engineering report (PER) on improvements to the West Swansea water system.
Board members said the project has a $25,000 USDA grant and that the PER project total is about $36,000; the town will fund the remaining balance. The board moved to enter the contract as described in the Underwood Engineering agreement dated June 25, 2025 and authorized the town minister (town administrator) to sign the contract.
Chair Russell told the meeting this work is part of an ongoing infrastructure planning effort that could lead to a future ballot question on acquiring or improving the West Swansea Water Company and related distribution improvements. He described the previous ballot attempt to purchase the water company as receiving a majority but not the required supermajority under the town’s SP 2 vote requirement.
The motion to enter the contract and to authorize signature was moved and seconded; the board approved both motions by voice vote. Board members said they will conduct outreach and informational sessions before any future funding vote and that the engineering work will inform whether a future ballot proposal is feasible and economically justified.
