Northampton’s Legislative Matters Committee on July 17 forwarded to the City Council a proposed ordinance to install an all‑way stop at State Street and Trumbull Road, saying the location meets engineering warrants and that a grant should cover implementation costs.
“this meets the warrants for an always stop control,” Counselor Jarrett said, adding that staff had secured funding: “we've actually received a grant supposed to study and implement the change. So the the costs will be paid for by, I believe the state.”
Council members described frequent near‑crashes at the intersection. “My office, used to be right there on the corner of State And Trumbull. And, what I can say is we watched many accidents happen right there,” Counselor Elkins said.
Counselor Perry moved a positive recommendation; the committee approved the item by voice vote with no recorded opposition. The item was introduced to the committee after referral by the City Council on 07/10/2025 and is listed in committee materials as ordinance 25‑292. The committee’s action is a recommendation to the full City Council and does not itself install signage or signals; implementation timing depends on follow‑up by public works and any required state permits or contracts.
