Staff recommended, and the council approved, a two‑year professional services agreement with Southwest Offset Printing Co. for printing and mailing the quarterly Duarte City News.
Alicia Keys, who presented the RFP results, said the city issued an RFP on June 6 that closed July 3 and received six proposals evaluated on quality, cost, experience and references. Keys said Southwest Offset ranked highest on the scoring rubric, provided samples that best matched the city’s specifications and offered pricing that will save the city about $1,000 per issue compared with incumbent pricing.
Keys noted that one lower‑cost bidder included a 5% annual price increase that could create budgetary challenges if the contract were extended. Council members praised the procurement work and the sample booklet; the council approved the recommended award by voice vote.
The contract term is two years; staff said the vendor will also provide a digital flip‑book version for the city’s website and that the print run will be delivered to about 9,400 residences via Every Door Direct Mail.
