The City Council directed staff to negotiate an extension of time for a planned unit development (PUD) agreement so staff and developer PrimeStore Development Inc. can finalize a disposition and development agreement (DDA) for a multi‑parcel site at the southeast corner of Atlantic Avenue and Santana Street, commonly referred to as Site 2.

Assistant City Manager and Community Development Director Juan Araujo told the council the PUD is set to expire at the end of the month and staff recommended a “reasonable time extension of up to 60 days or until the DDA is executed” to allow time to finalize terms. “We are recommending a reasonable time extension of up to 60 days or until the DDA is executed,” Araujo said, and staff planned to return the item to the council at the next regular meeting on Aug. 5.

PrimeStore representatives said they have been preparing to build for two years and expressed readiness to proceed once county site issues are resolved. A representative told the council his team has been working with city staff on negotiations and expected additional meetings the following day.

Why it matters: The extension preserves the parties’ ability to complete negotiations and to bring a final DDA to council for approval without immediate expiration of the existing PUD terms. The council voted to extend the PUD timeline as recommended and the item will return to the August 5 meeting for final consideration.
