The Vallejo Code Enforcement Appeals Board upheld the second administrative citation for 711 Admiral Callahan Lane following staff testimony that graffiti, debris, boarded openings and unresolved fire damage remained on the property.
James O'Brien, city code enforcement officer, summarized the file for 711: staff opened the case in late 2024, issued a warning notice and later a notice of violation and first and second administrative citations after reinspection showed persistent problems. O'Brien said an unsafe-structure notice was posted after a January fire and that reinspection on July 10, 2025, found graffiti, trash and debris still present.
Appellant Hadar Weitzman said he and contractors cleared debris after the fire and submitted photographs showing work done in early May. He acknowledged recurring new graffiti and said vandalism repeatedly undermined abatement efforts. “We fixed everything except the new graffiti,” Weitzman said, adding that repeated repainting was costly and that he has someone on the ground to address reports.
Staff noted an invoice of $4,840.81 covering penalties, late fees and the penalty portion of the second administrative citation was sent May 20, 2025, and paid with posting on June 5, 2025. Staff reiterated that when the same property-maintenance violation recurs within 12 months a warning is not required before issuing a notice of violation.
Board members pressed the appellant on maintenance plans and noted the site’s unsecured areas and fire damage that raised safety concerns. One board member recommended securing the property with fencing or other measures and maintaining documentation of regular cleanup work to reduce recurring violations.
A motion to uphold the second administrative citation for 711 Admiral Callahan Lane was moved and seconded. The board voted unanimously to uphold the citation and direct continued enforcement until code compliance is achieved; the vote recorded Chairperson Tennyson, Vice Chair Schultz, Board Member Cavalli, Board Member Taylor and Board Member Ureta as approving.
Ending: The board directed ongoing enforcement and staff will continue reinspections until complete abatement is verified.
