WOODLAND, Calif. — The Woodland City Council unanimously adopted the 2025–2029 Consolidated Plan and the 2025 Annual Action Plan for Community Development Block Grant (CDBG) funds on July 15, outlining five‑year priorities and the city’s planned use of its FY2025 allocation.
Jeremy Gray of Mosaic Community Planning described the planning process, which combined Census and HUD data with targeted outreach including focus groups, pop‑up events and an online survey. Gray said the city’s FY2025 CDBG allocation is approximately $473,000; using that figure as a baseline, the plan projects roughly $2.3 million over five years for eligible activities.
The plan centers on four priorities: improving housing access and quality, providing community services for low‑ and moderate‑income households, upgrading infrastructure and public facilities, and continued community engagement and administration. Planned five‑year goals include a modest housing rehabilitation target, increased funding for public‑service providers and a larger infrastructure budget for parks, shelters and street improvements.
City staff noted outreach produced dozens of direct responses — Jeremy Gray reported 96 survey responses plus 10 stakeholder replies and multiple in‑person engagements; Council Member Garcia Cadena observed an alternate tally of about 152 participants when including all outreach events. Some Council members asked about participation levels and whether additional outreach could broaden input.
Council action: Council Member Garcia Cadena moved to adopt the consolidated and annual action plans; Council Member Vega seconded and the motion carried 5‑0. Staff said the city will solicit subrecipient applications under the annual action plan and manage grants in compliance with HUD reporting requirements.
