Jean (spelled in transcript as Jean/Jean) Drolet, a resident who identified nearby a recently converted private party venue, told the City Council that late-night parties have repeatedly produced loud subwoofer noise, illegal parking blocking visibility at an intersection, indecent behavior and alcohol sales without appropriate controls.
Drolet said he witnessed an evening where crowds spilled onto sidewalks and into streets, up to eight cars parked illegally at a dangerous intersection, and noise that prevented him sleeping until after 1:30 a.m. He asked the council to enforce existing noise and parking regulations against the venue, to evaluate whether such a use belongs in an area with roughly 100 housing units within 300 feet and limited off-street parking, and to delay the city’s street-cleaning schedule (now at 5:15 a.m. several times a week) until after 7 a.m. to allow residents reasonable rest.
Drolet also asked why city staff and police had not addressed prior complaints and requested a follow-up call with the mayor. The council asked staff to review the complaints and enforcement history and to update the resident; staff said it would follow up.
No formal council action was taken at the meeting; staff said they would review enforcement records and consider whether modifications to street-cleaning schedules or parking controls were appropriate.
