Multiple speakers during the community forum urged the city to work with a proposed transitional housing project known as Legacy Village, a plan aimed at seniors and others experiencing homelessness.
Melvin Cowan, who said he is leading the Legacy Village effort, told the council the initiative — backed by Solano County Health and the Solano Community Foundation and described as “shovel ready” — would include mental-health teams, job programs and partnerships with health providers. Cowan said the project could leverage private and public funding but needs the city to secure land, approve short-term housing use, provide letters of support and include the project in the city’s housing strategy. He asked for a meeting within 10 days.
Property owner and project supporter Sunil (Sonny) Cottree said the site is near the city’s navigation center and would provide a transition plan for residents who first pass through the navigation center. He said nearly $800 million in state funding opportunities will become available in August and urged the city to partner so the proposal can apply.
Councilmembers and staff did not take immediate action at the meeting but were asked to follow up. Several council members said they wanted to meet with proponents and city manager staff to understand constraints and timelines; staff indicated readiness to coordinate a meeting.
