Darlene Youssef, chief operating officer of Off the Charts, told the Santee City Council the company would develop a new store at 8069 Mission Gorge and commit local ownership, security and a structured community benefits program if awarded a license.
Darlene and Chief Compliance Officer Sean Maddox described Off the Charts as a family‑owned operator with 26 California locations and more than $110 million in annual revenue; the company said it seeks to “invigorate” Mission Gorge and planned 17 permitted on‑site parking spaces for the proposed site. The firm emphasized a “good neighbor” policy, daily groundskeeping, lighting and a negative‑pressure odor control plan.
Off the Charts’ stated financial offer to the city was a direct annual fee: “6% of gross receipts or $300,000,” Sean said in the presentation, plus a community benefit program equal to 1% of gross revenues that the company said would be distributed to Santee nonprofits under guidance from a local community support team that includes a retired Santee firefighter and a retired SDPD officer. The applicant also pledged local hiring, paid volunteer hours and support for public‑safety causes.
The company described compliance systems that it says are built on ASTM standards and multiple industry associations, and said it keeps renewal and licensing calendars up to date across its stores. Council members asked about parking and timeline for construction; Off the Charts said the project would be a ground‑up build and tentatively estimated a nine‑month construction timeline once approvals are in hand.
Off the Charts also highlighted several community examples from Vista, where the company said it has been a top local tax generator and a longtime sponsor of youth and public‑safety programs.
