The finance committee had recommended approval of an engineering agreement with Willett Hoffman in the amount of $1,047,177.01 for Fire Station 10, with the contract duration listed through 2027 and the funding source identified as 2022 budget surplus funds. During new business, Alderman Beach moved to lay the item over and argued the council needed more discussion about property use, internal amenities and the effect of cutting through a parking lot. Beach said, “I'm not sure I'm happy with cutting up all the way through that parking lot.”
The motion to lay the item over received a second and passed on voice vote; the chair announced, "Item's been laid over." Beach said she wanted to be included in follow-up discussions and noted she had been absent for several weeks while the item may have been discussed earlier.
Councilors discussed the rationale for additional review: the site constraints appeared to require building amenities inside the station footprint, and there were concerns about circulation for emergency vehicles and the broader community use of the parking area.
