The University of California Regents Governance Committee on Oct. 5, 2025, approved establishing a new senior management group (SMG) position — associate vice president, strategic partnerships — in the UCHealth Office of the President and set a market reference zone for the role.
Executive Vice President Rachel Nava and Vice President Cheryl Lloyd presented the item and clarified the action did not request hiring an individual now but only the establishment of the compensation band for a new SMG role. Rachel Nava said regental approval was needed to set the market band for the new position.
Dave Rubin, who described risks facing the UCHealth system, said the new Office of Strategic Partnerships will “create a broader portfolio” focused on engagement with state and federal entities and on-campus medical networks. Rubin said the office is intended to recruit a leader who can “direct the negotiations that we need to do directly with state, with our county health plans on behalf of our campuses to actually preserve access.”
Committee members expressed support and moved and seconded the item. The transcript records an affirmative vote and no opposed votes; the motion passed.
The approved action authorizes the market reference zone for the associate vice president, strategic partnerships, and allows UCHealth to recruit to that band when staffing decisions are later made.
