The Anadrova Board of Finance on July 23 authorized the treasurer to establish a permanent fund to receive a donation designated for the Diane Grenier legacy scholarship, an account that will be held under the Norton Commission’s oversight. The board approved the fund creation unanimously and asked the treasurer and the Norton Commission to consider consolidating existing Norton accounts to earn higher interest.
Louise told the board the initial deposit received so far is a $1,000 donation held at the Hartford Foundation; the gift would be placed in a separate account so the fund’s annual interest could be used for scholarships. The Norton Commission’s chair, Charlotte Nelson, had characterized the request in an email as "an account set up for the Norton Commission in the name of the Diane Grenier legacy scholarship," which the board said it would mirror.
The treasurer outlined practical issues: the Norton Commission currently has multiple separate bank accounts (he said "8 different Norton funds in 1 form or another"), most of which earn about 0.1% interest. He recommended consolidating those funds into a single pooled bank account to simplify reconciliation and materially increase interest earnings (he cited that M&T would provide roughly 2–2.5% on a pooled account). "My suggestion to the Norton Fund is to agree to add the fund, but only if the Norton Fund will authorize the treasurer to go to pooled cash and go down to a single account," the treasurer said.
Board members agreed to create the fund now so the town would not risk losing donations while the Norton Commission considers consolidation. The board discussed the administrative trade-offs — more ledger reconciliation work today versus the larger interest benefit from pooled cash — and asked staff to pursue consolidation with the Norton Commission. Joanne made the motion to authorize the treasurer to set up the fund and Rob seconded; the motion passed unanimously.
The board recorded that the donation received to open the fund is $1,000 and that the fund is intended to operate like other Norton scholarship funds where investment interest is distributed annually. The treasurer and the Norton Commission will follow up on whether the Norton funds can be consolidated into a single interest-bearing account and will report back to the Board of Finance.
