Hebron rejects Grama generator bids after inconsistencies; plans to rebid

The Hebron Board of Selectmen unanimously voted on July 24 to reject all bids for the Grama emergency-generator pre-purchase because multiple submissions failed required bid-package conditions.
Tiffany moved that the town reject the bids and rebid the project. Andy, the town attorney and the public building committee recommended rejection after the committee found defects and omissions in several proposals, including missing bid bonds, incomplete manufacturer/vendor qualification statements and late deliveries. One bidder's price was roughly half the level of other bidders but raised compliance questions; the committee and the state grantor (DECD) agreed rejection and rebid were appropriate.
Richard, a public building committee member, said the committee sought a competitive process that would not invite protests or later contract disputes. "Our overriding concern was we wanted the bid process to be not questioned," he said.
The selectmen adopted the recommendation and instructed staff to rebid the generator purchase as quickly as practicable. No new contract or vendor was selected at the meeting.
