DPW action committee gives timeline for site studies; asks selectmen to plan public outreach

Richard, a Public Works Action Committee member, told the Board of Selectmen that an environmental site assessment (Phase 1 ESA) for the proposed DPW site will be complete by the end of July or early August and that hazardous-material sampling (asbestos, lead, PCBs) has been delayed until August because a consultant was diverted to complete air clearances at a school project.

Richard and other committee members said the civil engineer has provided preliminary schematics and space needs. The committee emphasized that the drawings show functional space requirements rather than a precise vehicle count for bays. "The garage will hold all the trucks as well as a maintenance bay and a wash," Richard said.

Committee members asked the selectmen to discuss a public timetable for referendum consideration and outreach, suggesting quarterly updates to the board and a public presence at the Hebron Fair. The committee proposed providing materials to the board for the second meeting in August and asked selectmen to consider whether to schedule a referendum with the May budget vote or at a different time.

Selectmen expressed support for frequent updates and for bringing information to community meetings and stakeholder groups. The committee said it would bring the environmental assessment, hazardous-material evaluation and additional schematic drawings to the board's August meeting and to the Hebron Fair if possible.

No formal vote was taken; the committee and the board agreed to work together on outreach timing and to present project materials at upcoming meetings and public events.
