Contractor calls Bristol requirement for P-1 presence onerous; board advises checking municipal ordinance

A Bristol contractor raised a public-comment question at the board's April 24 meeting about a local permit requirement that a P-1 licensee be present for water-service and connection work. Felix Jimenez told board members that the Town of Bristol's permit process for a water-service asked that a P-1 be present at all times when P-6 and P-2 licensees are performing the work and that the requirement increased project costs for contractors. "It's a little excessive," Jimenez said during public comment. Board members who heard the comment advised Jimenez to seek a written explanation from the municipality. Contractor-member Aaron Akbar said such municipal requirements can be local ordinances or practices and recommended the contractor present the town's written language to the building official and board staff if the town misunderstood the scope of P-2 authority. Carlton Pember and another member suggested printing Connecticut's licensing rules for the building official to clarify the legal capabilities of P-2 licensees. Board members emphasized they do not control municipal permit requirements, but they can provide clarification to local officials that P-2 licensees are authorized for unlimited site work and that P-1 presence is generally required only for specific connections or where a municipality has adopted a different rule by ordinance. Jimenez said he would contact Bristol for the permitting language and report back to the board.
