Glendora advances cross‑connection control plan; staff to update ordinance and add certified testers

Assistant Public Works Director Paul Zampiello told the commission the city completed a written cross‑connection control plan in late June and submitted it to the state engineer; the state’s process requires agencies to implement the plan rather than grant a formal state approval. Zampiello said the plan outlines surveying commercial and multifamily residential properties to assess hazards, updating standard construction drawings for backflow assemblies, and adopting a revised ordinance into the municipal code (the current ordinance dates from 1987).
Zampiello said implementation will require specialized certifications and additional staff training. He noted staff are already starting elements of the plan, including a tester code‑of‑conduct form for certified backflow testers who submit test reports. When commissioners asked whether the city currently has certified testers in‑house, Zampiello said one staff member serves as the cross‑connection specialist and other staff members are proceeding through certification steps, while recognizing a regional bottleneck for testing vendors and exam slots.
Commissioners voted to receive and file the cross‑connection control plan update. Staff said it will present the ordinance revisions and updated standards to the city council for adoption and will begin phased surveying and testing required by the plan.
