TBRA participant praises program, urges clearer information and higher earnings limit

Beverly Spires, a participant in the City of Scottsdale’s Tenant-Based Rental Assistance (TBRA) program, told the Scottsdale Housing Agency Governing Board that the program “is a very good program” and thanked staff for help she received. Spires said she initially hesitated to join when a social worker suggested the program because she was seeking work and worried the program’s earnings rules would make it hard to get by.
Spires said the program allowed her to earn only $400 a month while participating and called that amount unrealistic for someone trying to return to work: “I even went… to Dollar Tree and they couldn't guarantee me $400. Nobody wants to mess with $400.” She also said she discovered she is not part of HUD’s voucher program in the way she had assumed and requested clearer written information when people enter the program.
Chair Roger Lurie told Spires the board expects a city update on the TBRA program at the Aug. 14 meeting of the Housing Agency Governing Board. Spires also said there were “glitches” she would like to discuss with staff outside the public meeting.
The comments were made during the board’s public comment period; no board action was taken during which Spires spoke.
