The applicants said they own the adjacent parcel and would either record an easement for the gravel driveway or record ownership arrangements to ensure long-term access; staff and the commission indicated a recorded easement could be a condition of approval for future sale.
Commissioners generally expressed support for ADUs as an affordable housing option in the city. The commission voted to approve the site plan; staff will require the applicants to record an easement or otherwise document access prior to issuance of a certificate of occupancy if the driveway crosses a separately deeded parcel.
