Parking Authority staff told commissioners the Haviland Improvement Project will begin Monday, July 28, with concrete repairs, waterproofing, painting and other improvements to the Haviland parking deck. "The Haviland Improvement Project will commence on Monday, July 28," the staff presentation said. Staff said the scope includes structural repairs, painting fencing and light fixtures, enhancing lighting in the covered walkway into Washington Street, adding a new stairwell to improve egress from the top deck and installing two bike racks. The authority said it has notified permit holders, local businesses and transient customers by email and hand-delivered notices and will add a landing page and social posts to explain temporary alternative parking arrangements during construction. Staff warned that most concrete repairs are scheduled to be completed by November but that parts of the project may extend into December; concrete and waterproofing were identified as priorities to finish before winter. The authority named GL Capaso as the vendor managing the repairs and said the company has assured staff the timeline is achievable. Commissioners asked about frequency of construction updates; staff said they do not now have a set cadence for progress emails but can provide periodic updates on milestones and progress.
