Budget context and available funds: Staff recapped FY25 figures in the meeting packet: $860,000 in the commission budget for FY25 with a remaining balance of about $432,000; of that remaining balance, $229,866 is encumbered and $202,727.96 is unspent and available for allocation, according to the staff update. Staff also said there is a $30,000 funding line that could be used for emergency housing with counseling services, depending on procurement timing and need.
Hotel/motel model and partners: The steering committee discussed using a hotel/motel voucher model based on a previously successful partnership with The Spring of Tampa Bay. Staff said the Hotel and Motel Association and local partners have existing relationships and a tested service model. Separately, the Lotus Coalition was identified as a county partner that currently holds a one‑time county contract of $100,000 that supports a drop‑in center and case management; that contract "sunsets" in September and staff encouraged coordination to avoid duplicative funding.
Procurement and schedule: Staff said an RFP for emergency housing and counseling is under development with county purchasing; staff hoped to post the RFP soon but did not commit a specific posting date. Staff also noted that invoices and requisitions must be submitted by mid‑August to use remaining FY25 funds.
Ending: The commission voted to reaffirm actions taken earlier in FY25 and asked staff to continue work on the RFP and to circulate language for committee review. No vendor awards or contract authorizations were made at the July 24 meeting.
