The Maryville Town Council on July 22 moved forward on multiple municipal code changes and rules of order, while tabling a separate wage-and-salary ordinance.
On first reading, the council approved Ordinance 25-23 to amend the municipal code to reestablish a Hazardous Materials (HazMat) fund, clarify its purpose consistent with state law, and assign certain fees to that fund. The motion to approve 25-23 on first reading passed by roll call, 6-0.
On second reading the council approved Ordinance 25-14 to amend the town code governing the Town Board of Metropolitan Police Commissioners to create positions nominated by sworn members of the police department. The ordinance was revised from the initial draft: rather than a single nominee, the code now provides for two nominees out of five with staggered three-year terms; the council approved 25-14 on second reading 6-0.
Also on second and final reading, the council approved Ordinance 25-18 to change the town's bylaws and order of business, including placing public comment before substantive action in the agenda and creating the formal role of council liaisons for certain boards. President Bella and town attorney Michael Griffin explained the liaison role as a formal communication channel between boards and the council. The motion carried 6-0.
Separately the council considered Ordinance 25-22, a revision to the wage-and-salary ordinance that would change pay for several positions and clarify job titles. Clerk-Treasurer expressed a need for flexibility to retain key staff and requested more time to provide exact figures. Councilman Pettit moved to table 25-22 and the motion carried unanimously.
Council members and staff indicated that staff would adjust effective dates and retroactive provisions as needed after tabling; no pay changes were adopted at the meeting.
