Daniel Rapp, a Lawrence resident, told the City of Lawrence Board of Public Works and Safety on June 26 that water is ponding on the northbound lane of Boy Scout Road and creating a traffic hazard.
Rapp, who gave his address as 5718 Walingwood Drive, said he first noticed the recurring ponding about 10 days earlier when a vehicle crossed into his lane on a curve. He said the shoulder on the state park side of the road is higher than the roadway “by 3 or 4 inches probably,” which causes water to collect on the pavement after rain. “We get water on the roadway every time it rains now,” Rapp said.
Rapp asked the board to “go out there and blade down the shoulder of the road to get it lower than the roadway itself” so that water will run off and not present a traffic hazard. The transcript records the comment during the citizen comment portion of the meeting; the board chair acknowledged Rapp and asked if there were any other citizens. No staff commitment or formal motion to investigate or repair the location was recorded in the transcript.
The transcript distinguishes this ponding from earlier flooding events, with Rapp saying he was not referring to the pre-pandemic incident when Fall Creek overtopped its banks. The record does not indicate whether the roadway is under city or state jurisdiction or whether the city will coordinate with the state park or state transportation agency for repairs.
