The City of Lawrence Board of Public Works and Safety voted June 26 to approve a professional services agreement with Janssen and Spans Engineering to update the city's Americans with Disabilities Act transition plan and Title VI materials.

Interim Director of Public Works Renee Rufallo told the board that the vendor will “assist us in updating our ADA transition plan and our Title 6,” and that the work is tied to a requirement and a reporting deadline. Rufallo said the contract is “not to exceed $75,000” and that the completed report must be submitted to NDOT by Oct. 1.

Rufallo asked the board to combine agenda items 1 and 2 because item 1 establishes the on-call professional services agreement and item 2 is the job-specific design services proposal under that agreement. She explained that the on-call contract provides a broader scope for future planning review work, while the second item defines the immediate design and update work being requested for the ADA and Title VI deliverables.

A board member moved approval of both items; Mrs. Lawrence seconded. The board vocalized its approval and the chair said, “Motion carries.” The vendor representative was present in the meeting if the board wanted to speak with them, Rufallo said.

The board record does not show any discussion of alternative vendors, a breakdown of the $75,000 budget, or follow-up deadlines beyond the Oct. 1 NDOT submission. The motion approved the agreements; no further committee assignments or follow-up tasks were stated on the record.

The contract establishes the city’s immediate work to update civil-rights and accessibility compliance documents required for external reporting to NDOT.
