Greg Goodnight, executive director of the Redevelopment Commission, told the commission that a group organized by the Chamber of Commerce discussed a Designated Outdoor Refreshment Area, commonly called a DORA. Goodnight attended the meeting with about 12–13 business owners and later met with the mayor and Chamber president to continue the conversation.
“Lots of cities have moved to this,” Goodnight said, describing a DORA as a state‑authorized way to allow people to carry alcohol within a designated area. He said the commission still needs a clear answer about whether a patron may carry an open container out of one establishment and onto the sidewalk or whether additional local rules or a formal DORA designation would be needed.
Goodnight recommended further conversations with the mayor and a small number of council members to gauge appetite for a DORA and asked commissioners to provide volunteers for follow‑up. The item was presented for discussion; no formal action was taken.
Less critical details: Goodnight said he does not expect major downsides from a DORA but that the commission should resolve legal and operational questions — including exact boundaries, enforcement, and whether the state statute as implemented allows cross‑establishment carry of open containers before moving forward.
