HAGATNA, Guam — The Committee on Land, Environment, Housing, Agriculture, Parks and Infrastructure held a public hearing July 25 on Bill 143-38 COR, a measure that would give the director of the Department of Public Works authority to make small purchases for the agency. Deputy Director Linda J. Ebanis and Director Vince Areola urged passage, and both asked the Legislature to consider going further by restoring broader procurement authority to DPW.
The bill, introduced in the 38th Guam Legislature, would let DPW execute procurement for supplies and services currently handled through the General Services Agency (GSA). "These are not wish list items. They are mission‑critical items that are essential to road safety, storm response, and basic public service delivery," Deputy Director Linda J. Ebanis said in testimony.
