Board sets public hearing to amend FY2526 budget, carry over $38.35 million in projects

The Wood County Board of Supervisors on July 22 set a public hearing to consider amending the FY2025–26 budget to carry over $38,348,561 in funding for county projects. The hearing notice cites “section 15.22507 of the code” and schedules citizen comment for Aug. 26.
The proposed carryover represents funding the county expects to move forward rather than close out at the end of the fiscal year. County staff said about $33 million of the total is associated with a water and wastewater project and roughly $2.2 million relates to a PNOC project; the remainder is for other county projects. County staff asked that $2,893 be added to cover a late June credit card charge and civic contribution, revising the requested carryover slightly.
County Administrator Barry Barrett read the public hearing notice into the record and Treasurer Gwen Williams and other staff answered questions during the meeting packet review. A motion to approve placing the carryover on the agenda for public hearing was made by Supervisor Carey and seconded by Supervisor Morgan; the board approved the motion by roll call.
The public hearing will give residents a chance to comment before the board votes on the budget amendment. Staff said the proposed amendment arises from multi-year projects that span fiscal years and from timing differences between project activity and the county’s fiscal calendar.
No final amendment was adopted on July 22; the board only scheduled the public hearing and approved adding the late charges staff requested be included in the carryover amount.
