Parks master plan nears final review; public meetings and IDNR submission scheduled

Parks staff reported Feb. 18 that the parks master plan has completed background work, level‑of‑service analysis, transit analysis and comparative city benchmarking and that a first draft was submitted to the Indiana Department of Natural Resources (IDNR) in November. Staff said IDNR returned comments this week and that the project is on track for a public review period followed by a final submission to IDNR by April 15.
Matthew Moyers, a parks planner, told the board the next steps include a final public review of the completed draft and a targeted board sign‑off request in March so staff can meet the IDNR submission deadline. Staff described a final push in community engagement, with partner programming, yard signs, flyers and Momentum Marketing assisting with radio and TV spots. Several public community conversations were scheduled in late February and early March.
Moyers said the outreach goal is to "make people aware that we're trying to be engaged," noting winter turnout may be small but outreach still matters. Staff will present the final document to the board in March for sign‑off prior to the April 15 submission to IDNR.
