Park Board approves series of summer event permits including Art Walk, Rhapsody and Independence Day celebration

The Elkhart Park Board on April 15 approved a slate of summer event permits and site uses requested by staff and community organizations. Approvals included Art Walk (monthly on Civic Plaza), the Rhapsody Music and Arts Festival at Island Park and Lundquist Bicentennial Park, the Independence Day celebration (Central Green/Civic Plaza and Courageley Park), the kids'free fishing clinic at High Dive Park on June 7, the Elkhart Lions' "Flags from the Heart" at Lundquist Bicentennial Park over Memorial Day weekend, and Church in the Park and movie-night requests from Crossroads Community Church at Olry Park. Event coordinator Liz and other staff explained the layouts and logistics: portable stages for Art Walk and the Rhapsody festival, food trucks and vendor areas for Rhapsody, and that the Independence Day event will include fireworks staged from Courageley Park. Staff and applicants confirmed expected times and general operations for each event. Several approvals were granted contingent on updated certificates of liability or legal review; for example, the movie-night permit from Crossroads Community Church was approved contingent on an updated certificate of insurance, and some other permits were explicitly authorized "contingent on approval by legal." Legal counsel confirmed that contingency language ensures updated insurance and legal compliance before final permit issuance. The board conducted roll-call votes on individual items as presented. Liz said attendance for large events could match or exceed previous years; staff noted last year's Independence Day crowd was about 10,000 and that organizers expect an increase for the holiday on Friday, July 4. The board's approvals allow staff to finalize logistics, collect required insurance documents, and proceed with planned promotions and vendor coordination. Most permits were approved unanimously by the three board members present: Bill Murray, Sarah Santero and Christopher Baker. Staff will continue to collect required insurance endorsements and consult legal where the permit language requires it.
