Parks Board OKs Yearlong Marketing Contract with Momentum; includes in‑kind work and monthly reporting

The City Parks and Recreation Board voted Feb. 18 to renew a one‑year consultant agreement with Momentum Marketing to produce promotional content, social media advertising and event photography for the parks department. The contract continues work begun last year and includes a monthly retainer and a requirement that Momentum deliver a monthly report tracking reach and impact.
Board members were told Momentum will produce videos, updated park photography, high‑level graphics to support the department’s capital projects and paid social advertising. Parks staff said Momentum has provided in‑kind and pro bono work in addition to billed services. "There’s a deliverable for a monthly report that they’ll be producing to us," said Jamieson, a parks staff presenter.
Board members asked about the retainer and billing schedule. Staff said the contract includes a not‑to‑exceed annual cap (presented to the board during the meeting) and that the $2,000 per month retainer covers on‑call support for special projects; some months may require more work and some months less. "Some of the work they've begun," Jamieson said, noting that staff training and regular coordination meetings with department staff already continue.
The motion to approve the Momentum Marketing consultant agreement carried unanimously. The board did not alter the scope during the meeting; staff said they and Momentum will continue to align on the content and metrics the department expects in monthly reports.
Momentum’s work was described as supporting the parks master plan outreach and capital project promotions; no new marketing expenditures beyond the approved contract were proposed at the meeting.
