Doña Ana County declares emergency, creates housing fund after Vado-area flooding

Doña Ana County commissioners on July 24 declared a state of disaster for areas affected by recent flash flooding and approved a county-led disaster housing program and other emergency actions.

The county passed a resolution directing the county manager to request a state emergency declaration from Gov. Michelle Lujan Grisham, to use emergency procurement rules, to waive construction permit fees for repair work and to establish a disaster housing fund. The resolution, read into the record at the emergency meeting, initially set grant amounts and a $500,000 transfer from the county—s hospital lease fund; commissioners amended those amounts before final passage. The final resolution was adopted as 2025-87.

Why it matters: County staff said floodwaters overwhelmed drainage structures and wastewater infrastructure in Vado, Del Cerro and parts of Rincon, damaging homes, isolating residents and exceeding wastewater system capacity. County leaders said the declaration will free staff and contractors to perform emergency road and drainage work, speed purchasing for repairs and create a local program to provide short-term housing assistance for indigent households while the county seeks state and federal aid.
