The Longview City Council voted on July 24 to approve a specific use permit allowing a restaurant with a drive‑through window in a general retail zoning district at the corner of Gilmer Road and Spring Hill Road.
Planning staff explained the permit is required in the zoning district “to ensure no negative impact on surrounding properties” and noted Gilmer Road is a principal arterial controlled by TxDOT; staff and the planning and zoning commission recommended approval. “This type of development is appropriate along this roadway as long as access management is followed,” planning staff member Choi said during the presentation.
Council opened a public hearing and received a questions‑only comment from a nearby landowner; no opposition speakers asked to speak during the hearing. Councilmember Wade moved to approve the permit, with Councilmember Bridal seconding. The council approved the permit by voice vote with no reported opposition.
Planning staff said the development will share access with adjacent properties along Gilmer Road and that access management and TxDOT requirements will apply. No additional conditions or amendments to the application were recorded at the meeting.
